Regions and their managers
A region's manager is who "goes to the manager" means when a task routes. Regions are retired, never deleted, because applications point at them.
Who manages who
The same thing from the people's side. Click a manager to see where their book sits, and open the list to see the actual names.
Who manages what
A region has one manager for everything, and as many exceptions by role as you need. McKees Rocks office staff can be Harry's while McKees Rocks warehouse is Melissa's. Changing a rule moves the people it covers, except anyone set by hand on their own record. It will tell you how many move before you commit. This also changes who can see them, so it is worth a look at View settings afterwards.
Candidates who do not match their rule
Set by hand is deliberate and stays. Anything else has drifted and wants a look.
